Report type 4

Building Defect Investigation Report

A defect-by-defect investigation of building work against the National Construction Code, Australian Standards, the Guide to Standards and Tolerances, and manufacturer requirements.

A methodical investigation, defect by defect

A Building Defect Investigation Report is not a general assessment of building quality. It is a structured, defect-by-defect investigation that tests each item against the applicable standard — the National Construction Code, the relevant Australian Standard, the Guide to Standards and Tolerances (the edition that applies to the work), or the manufacturer's installation requirements. Each item is assessed on its merits: is it a defect, a tolerance issue, or a maintenance matter? The report provides a repair methodology for each confirmed defect and is prepared in a format suitable for use at VCAT or in the courts.

The standards we work to

National Construction Code

The NCC sets the minimum performance requirements for building work in Australia. Each defect is assessed against the edition that applied when the building permit was applied for.

Australian Standards

Australian Standards referenced in the NCC — including standards for waterproofing, tiling, timber framing, and structural steel — are applied where relevant to the defect under investigation.

Guide to Standards and Tolerances

The Victorian Guide to Standards and Tolerances sets the benchmark for acceptable finish and tolerance in residential building work. It is applied to finish and tolerance items alongside the NCC. We use the edition that applies to the work: 2015 or 2026.

Manufacturer requirements

Where a product has been installed contrary to the manufacturer's installation requirements, this is identified as a defect regardless of whether the NCC or a Standard is also engaged.

What is included

  • Site inspection with labelled photographs (if applicable to the individual matter)

  • Opinion on whether each item is a defect, a tolerance issue, or maintenance
  • Repair methodology for each confirmed defect
  • Signed report on the Meridian Building Defect Investigation template

Not included: Cost estimate or scope of works, unless a Scope and Quotation Review is also instructed.

Who instructs a Building Defect Investigation Report

Property owners

Where building work has been completed and the owner believes defects are present, and an independent expert opinion is needed to support a claim or dispute.

Construction and insurance lawyers

Where a building dispute is proceeding to VCAT or the courts and a defect-by-defect expert report is required on the technical issues in dispute.

Owners corporations

Where common property building work is alleged to be defective and an independent investigation is needed to determine the extent and nature of the defects.

Strata managers

Where a building defect dispute involves common property and the owners corporation needs an independent expert report.
